UNIT ORGANOGRAM:

LINE OF COMMAND

I. Director, COMSIT: Overall responsibility for the Computer Services and Information Technology Directorate (COMSIT). Provides strategic direction and resource allocation to all units, including the NOC.

II. Head of NOC Unit: Reports directly to the Director, COMSIT. Provides strategic direction and oversees all operations of the NOC. Responsible for overall performance and staff management within the NOC.

III. Core Mandate Leads (Reporting to Head of NOC Unit): Each lead manages a specific core mandate, ensuring efficient workflows and adherence to SOPs. These leads are responsible for the performance of their teams and report directly to the Head of the NOC Unit.

  1. Network Infrastructure Management Lead: Oversees all aspects of network infrastructure management, including fiber optics, LAN, and wireless. Ensures network availability, performance, and security.
  2. Network Security and Monitoring Lead: Oversees the implementation and maintenance of network security infrastructure and monitoring systems. Develops and implements security policies and procedures.
  3. Server and Data Management Lead: Responsible for all server-related operations, including maintenance, security, access control, and data management. Ensures high server availability and data integrity.
  4. Help Desk and Support Lead: Oversees all Help Desk operations, ensuring timely and efficient issue resolution. Manages staff, develops training programs, and monitors customer satisfaction.
  5. Power and Cooling Administration Lead: Oversees the management and maintenance of the NOC’s power and cooling systems, ensuring optimal environmental conditions and preventing outages.
  6. Technical Staff (Reporting to Core Mandate Leads): These are the individuals performing the day-to-day tasks within each core mandate. Their roles and responsibilities are defined within the individual SOPs for each sub-unit.
  7. Network Infrastructure Management: Network Architect, Senior Network Engineers, Network Engineers, Network Technicians.
  8. Network Security and Monitoring: Security Engineer, Security Analyst, Network Monitoring Specialist.
  9. Server and Data Management: System Administrators, Database Administrators, Data Center Technician.
  10. Help Desk and Support: Help Desk Manager, Help Desk Analysts (Tier 1), Second-Level Support (Tier 2).
  11. Power and Cooling Administration: Power and Cooling Engineer, Power and Cooling Technician.
  12. Operations Manager (Optional): Depending on the size and structure of the NOC, an Operations Manager could be included to provide additional oversight and coordination between the Core Mandate Leads, reporting to the Head of the NOC Unit.

  14. Span of Control: The number of individuals reporting to each manager should be carefully considered to ensure effective management and avoid overburdening any single individual.
  15. Communication: Clear communication channels should be established between all levels of the organization.
  16. Accountability: Clear lines of responsibility should be defined for all tasks and decisions.
  17. Flexibility: The structure should be flexible enough to adapt to changing needs and priorities.

This Line of Command provides a clear hierarchical structure for the NOC. Regular reviews and adjustments may be necessary as the NOC evolves and its operational needs change.
